This event is the last one of the series of 6 cooperation workshops organised in Europe and Asia-Pacific over the period 2010-11 by the EURASIAPAC project, and constitutes the major component in the discussion of actions to design effective funding and cooperation programmes aiming at strengthening ICT research cooperation between Europe and Asian-Pacific countries (Japan, Republic of South Korea, Australia, and New-Zealand).

During this event, the EURASIAPAC Cooperation Portal (accessible here) and the EU-Asia-Pacific ICT Cooperation Strategy will be presented, which are the two main project outcomes, gathering results from the thematic workshops with ones from the expert online consultation, identifying current and emerging research and cooperation priorities as well as major players in the ICT research field. The Cooperation Portal will be used also as a tool insuring the sustainability of the project while increasing international ICT research collaboration opportunities between the two regions.

October 25, 2011

The SEACOOP partnership is pleased to announce its last event of a series of 6 cooperation forums organised over the period 2010-2011, in order to contribute strengthening S&T cooperation in ICT between Europe and the ASEAN region, and to support policy dialogues between the European Commission and the ASEAN Secretariat. The SEACOOP 6th cooperation forum will be held on October 25, 2011 in Yangon, Myanmar at the Sedona Hotel.

The event focus addresses an issue often faced when tackling the development of S&T cooperation in ICT between Europe and the ASEAN region (or other countries and regions of the world such as India and China, Africa or Latin America). The region is quite diverse in terms of development level and benefits from a quick economic development. Therefore, envisioning research cooperation under FP7 may appear as inappropriate or premature in some cases, while other European funding mechanisms (particularly those focusing on ICT for development) may be suited, and may even support a transition period towards cooperation on advanced research.

It is therefore necessary to “bridge the gap between ICT research and ICT for development”, and be able, when addressing S&T cooperation in ICT between the two regions, to introduce to the ASEAN stakeholders the wide spectrum of policies, programmes, and mechanisms which the European Commission, in liaison with the ASEAN Secretariat and other institutions can offer to ASEAN stakeholders, in order that the greatest number of links can be established and smoothly develop.

The main objective of the forum will be to allow a thorough exchange of information and experience between stakeholders from Europe and from the ASEAN region involved in activities aiming at strengthening S&T cooperation in ICT, or cooperation in ICT more generally, between the two regions. International organisations would be invited as well.

One expected output would be the release, after the event, of a public document detailing the policies, programmes, and mechanisms that the European Commission, the ASEAN Secretariat and other international organisations offer to support the strengthening of cooperation in ICT between Europe and Southeast Asia.

During the first week of April 2011 a series of two Cooperation events held in Ho Chi Minh City (Vietnam) and in Phnom Penh (Cambodia) was successfully organised by the SEACOOP partnership (of which Sigma is a project coordinator) and under the aegis of the European Commission and of the ASEAN Secretariat.

The first Cooperation Forum on Internet of Things held in Ho Chi Minh City on April 5, 2011 was hosted by the SEACOOP local partner, The National Council for S&T Policy (NCSTP) while the second one organised on April 7, 2011 in Phnom Penh was hosted by The National ICT Development Authority (NiDA).

Both events benefited from the presence of around 90 representatives of European and Southeast Asian policy and research stakeholders and allowed to more precisely evaluate the research topics which could usefully be explored through joint projects on Internet of Things and ICT for Inclusion theme, namely in the framework of the European Commission’s FP7 research funding programme.

The event proceedings and video recordings of both Cooperation Forums are available at the SEACOOP website.

During the workshops, exchanges will generate new cooperation impulses and communicate new research ideas and priorities amongst the audience (researchers, politicians, industry representatives, etc.).

The overall objective of these thematic workshops is, at the end of the day, to develop concrete recommendations to the European Commission for actions on ICT research cooperation between Europe and the Asian‐Pacific target countries.
